2017 Comprehensive Plan

Since 2013, the village has been undertaking significant updates and upgrades to its plans and ordinances to guide future growth and economic development. Specifically, the efforts will result in complete updates to the Village’s 2006 comprehensive plan and 1990s-era zoning ordinance. The updates focus on how Weston can best capitalize on its assets and future opportunities to enhance the local economy and quality of life. Assets include Highway 29, the excellent school system, and economic strengths like healthcare.

A steering committee made up of the Village Board and Plan Commission has been overseeing and will eventually adopt the plan and ordinance updates. The Village’s Planning and Development Department Staff is assisting the steering committee with the updates. The Department is also directing the work of MDRoffers Consulting –an urban planning, zoning, and economic development firm. Collaboration with neighboring communities, the County, and other community stakeholders is a big part of these efforts.

The Village’s comprehensive plan is a long-range guide for its future growth and development. Once updated, it will provide a vision and specific initiatives for Weston to achieve its future opportunities. Updating the comprehensive plan will also position the Village to receive grants to fund its various initiatives. The comprehensive plan update is being undertaken in three phases, which will be completed by 2016.  

In collaboration with the Village of Kronenwetter, Weston completed a full update to its zoning ordinance and zoning map. The zoning ordinance divides the Village into different zoning districts, each with its range of allowable land uses (e.g., residential, commercial). It also sets qualitative standards for new development and procedures to get new development projects approved. A goal of the zoning ordinance update was to simplify development review processes, while emphasizing high-quality and care in the approval of future development proposals. In total, the updated zoning ordinance will contribute to the overall thrust of advancing quality economic growth in the Village of Weston.

Comprehensive Plan Update Process


Over the course of the Plan Update, Planning & Development (P&D) Department staff have brought forward drafts of Chapters of the Comprehensive Plan for Committee, Commission, Board and Public review and comment. Additionally, P&D staff have provided information related to general issues for discussion about how to best address these issues in the Comprehensive Plan. Specific issues have included: how to plan for an aging and diversifying population, energy, technology, new development trends, and others identified by staff and/or the Steering Committee. P&D staff views this as an opportunity for the staff, Plan Commission and Village Board to take a fresh look at our Comprehensive Plan, evaluate the many issues that have changed since 2006, and develop a Comprehensive Plan that will serve us well for the next 10 years.

Regulatory Information


Under Section 66.1001 of the Wisconsin Statutes every governmental jurisdiction that regulates the use of land through a land division ordinance, shoreland zoning ordinance, general purpose zoning ordinance, or official map must have an adopted comprehensive plan. Since the Village administers a general purpose zoning ordinance, a land division ordinance and shoreland zoning ordinance, it must have an up-to-date Comprehensive Plan that is consistent with these ordinances. The current Comprehensive Plan is available on our website via the link above.

All comprehensive plans must meet the content requirements of Section 66.1001 Wis. Stats., and have at a minimum the following sections:

  • Issues and Opportunities – A compilation of background demographic, housing, and economic data, and a listing of applicable goals, objectives, and policies that guide the implementation of the comprehensive plan.
  • Land Use – A compilation of existing and proposed future land uses. The Village of Weston Comprehensive Plan has historically incorporated the locally adopted future land use maps into its future land use map.
  • Transportation – A compilation of existing and proposed transportation facilities and programs.
  • Housing – A compilation of existing and future housing needs in the Village.
  • Economic Development – A compilation of existing and future economic development activities in Weston.
  • Community Facilities and Utilities – A compilation of existing and future community facilities and utilities, including such components as sanitary sewer, storm water management, potable water, and village buildings and services.
  • Agricultural, Natural, and Cultural Resources – A compilation of existing resources of this nature and policies that will be set in place to protect them. 
  • Intergovernmental Cooperation – A discussion of opportunities for intergovernmental cooperation and coordination with our neighboring communities.
  • Implementation – A description of how the recommendations contained within the plan will be set in motion.
